Assuming you mean the engine coolant temp, then there could be a few things happening here. One, the gauge and/or the sensor could be faulty. Two, in cold weather, if the engine isn't running particularly hot (you're likely to be taking heat from it for cabin temperature), the thermostat will close to stop the coolant going through the radiator and being cooled down too much. If your thermostat is sticking open then the coolant temp gauge could indeed read very low.
