I think you meant to ask whether a plug-in hybrid or a regular one best suits your needs. A plug-in hybrid would be great if you have somewhere you can plug it in regularly - at work or home, or both. If you can't do that, then it really is pointless buying one. If you can, then I'd suggest it's a good option if within budget.
