If you want to go second hand then there should be plenty of Honda CR-Vs, Nissan X-Trails and Toyota RAV4s around for that kind of money. None are serious off-roaders, but all have the ride height to deal with mild flooding. Or you could go for a nearly-new Dacia Duster, which would also do the trick nicely. They should all be able to tackle standing water of up to 350mm deep, or just over one foot.
More serious floods require more serious equipment - all Land Rover and Jeep models will tackle standing water of up to 500mm as standard, but when fitted with an intake snorkel, the limit is basically as deep as you can manage. Toyota Land Cruisers will do the same sort of figures, but these are big, expensive vehicles and costly to run.
