I would say Citroen's C3 Picasso. You can pick one up for as little as €7,500 and the 1.6 diesel is super-economical (55mpg without even trying) and has a Band A4 tax rating (€200 a year). It's also spacious, comfortable and nice to drive. Good looking too.
