I would tread very, very carefully. First of all, any car that’s “been lying around for two years” is unlikely to be in good mechanical shape. Cars respond best when they’re used regularly and serviced properly. Secondly, there’s a potential tax issue – if the car has been off the road for two years, has it been properly declared as such to the tax authorities? If not, there could be serious fines and penalties in the offing. Finally, even if you can get over all of that, what guarantee do you have that any remedial work will be done if it fails an NCT? It might need significant parts replaced or repaired and that’s not cheap. Again, I’d be very, very wary and my advice would be to walk away.
