It's 13.3 per cent of the Open Market Selling Price (OMSP) as determined by Revenue. Without knowing the year of van you're looking at we couldn't begin to guess what the OMSP is. Bear in mind that it's not the price you pay for the vehicle, but the value Revenue expects it would sell for in Ireland.
