Right, as far as we can see, the CO2 emissions on that car are 166g/km and NOx emissions are 146mg/km. Registered before the end of 2020, the VRT would be 27 per cent of the Open Market Selling Price (OMSP) and the NOx levy would be about €2,250.
If registered after 1 January 2021, the NOx levy increases to €2,450, the CO2 rating is 'uplifted' by Revenue to 202g/km and the VRT rate is 37 per cent.
You'll have to guess what Revenue will say the OMSP is. It's likely to be close to €50,000, which would mean VRT of €13,500 if registered in 2020, or €18,500 after.
As ever, please take these figures as a very rough guide, but there's no doubt that the diesel Panamera would be cheaper to import and register before the new VRT bands are implemented in January.
