What would VRT on 2013 1.6 diesel Passat be?

The VRT rate depends on the CO2 emissions and the Open Market Selling Price determined by Revenue when the car is inspected at an NCTS. Going on the assumption that the Passat you're referring to has an emissions output of 114g/km, it currently sits in Band A4 for VRT, at a rate of 17 per cent. However, after 1 January 2021 the bands change. On top of that, assuming you're looking at an imported car here, the emissions rating will be 'uplifted' to an equivalent WLTP figure. In this case, 114g/km becomes 143g/km as far as Revenue is concerned, which would mean a VRT rate of 19.5 per cent.
