Should my Skoda Fabia SE TSi, 2016, mileage 20511, need the timing belt replaced?

If that really is only 20,511 miles, then no, it shouldn't need changing. That's very low mileage. For added peace of mind you could pay a good mechanic a small fee to remove the top cover to check the condition of the belt due to its age, but other than that it should be fine.
