My skoda fabia estate 1.2 tsi Registered Nov 2015 has done only 24,000 miles but being some 6 years old would you recommend a new timing belt ?

That's very low mileage and, unless it has been done in stop-start traffic the whole time, I don't think the belt should need replacement just yet. For peace of mind, you could pay a mechanic a small fee to remove the 'top cover' of the timing belt housing to inspect the belt's condition before deciding.
Of course, there's no harm in replacing it if you feel the need.
