I'm afraid that's a very common problem with a certain generation of Volvos. Sometimes it's possible to get around it by jiggling the steering wheel and re-inserting the key, but if nothing works then I'm afraid it'll be necessary for a good mechanic to take the steering lock system apart to un-jam it. It may be necessary to replace some of the system, but not always.
