For starters, the Kuga Utility could be bought and used by a private user, but its tax rate would then revert to the old by-engine-capacity taxation system and you might find it difficult to insure.

In an ideal world, you'd stay away from diesel with such low annual mileage, but for that budget, most large SUVs and estates are diesel powered so you'll be very lucky not to have maintenance bills along the way. 

The Mondeo Estate is a great option if you can find a good one that hasn't got excessive mileage on it already. The Outlander and Legacy should be dependable, too, though expensive to fix if something does go wrong. 

A few other options to consider: Honda CR-V or Volkswagen Tiguan.
