Hi Ross,
If the car in question is coming from England, Scotland or Wales then yes, VAT will be payable no matter what when importing it into Ireland.
If it is coming from Northern Ireland and the car has been in use in the north (and that can be proven), then it's likely to be exempt from VAT.
