While it's impossible to diagnose such a thing from afar, I would personally not risk buying that car. It might be fine, but odds are that it is not and that expensive bills are just around the corner and further bills in the future due to premature wear of the metal internals. Of course, along with that, if the owner was the kind to drive around on low oil levels, it's likely they also skimped on other maintenance.

Seriously, no matter how cheap it is being offered, I'd urge caution.
