Not in its original form it isn’t – the XC60 has no factory-built commercial version and as far as I’m aware, in five-seat form its load bay is not big enough to qualify for N1 commercial status. You’d most likely have to get it converted to a two-seat van format to do that. As ever, we would warn you to be very careful with the taxation of a commercial vehicle – if you’re going to be using it, even only occasionally, for personal use, you have to tax it as a passenger car or face a €4,000 fine.
