Is November a good time to buy a used 3 - 4 year old car? Should we wait until January 2019?

No, there’s no real reason to wait – the introduction of the 191 plates will not significantly affect used values of cars of the age you’re looking at, while car traders often see a drop off in business in the run-up to Christmas.
