I received a €160 fine & 3 penalty points after being detected speeding (130km) on M1 on St Stephens night last year. I was returning to Dublin from Co. Louth and was detected by a gosafe van parked on a police ramp facing north -so he could photo reg plate over the central boundry. Police Only vehicles ?

A GoSafe van does not have to be a Garda-owned vehicle to use a Garda motorway ramp. GoSafe operates under contract to An Garda Síochána and its vans may be authorised or directed to use locations that are closed to ordinary motorists. Consequently, the wording “Garda vehicles only” is unlikely to provide grounds for overturning the fine.
Even if there were some technical issue with where the van was parked, that would not automatically invalidate reliable evidence that your car was travelling at 130km/h in a 120km/h limit. To challenge it, you would need evidence of a substantive problem - for example, incorrect vehicle identification, an incorrect speed limit or location, or a defect in the camera record or certification - rather than simply the van's parking position.
