Not abnormally so – are you talking miles, or kilometres? The use of miles makes us think it’s a UK import, although 171 is clearly an Irish registration. If it is a UK car and has done 44,000 miles, it has covered roughly 22,000 miles per year, which just suggests it is a motorway-use vehicle. If it is an Irish car and has done 44,000km (approximately 27,500 miles), then it’s not abnormally high at all. As long as the car looks well, drives well and has a full history, you should be safe to buy it in any event.
