You need to keep the engine size down to around the 1.0 mark if you're going to try and find even vaguely affordable insurance and Japanese would always be better from a reliability point of view. A Nissan Micra or Toyota Yaris should do the job nicely, but it's also worth considering a Hyundai Getz 1.1.
