Assuming you mean the system that injects 'adblue' into the exhaust stream, then yes, it will affect the engine performance. Annoyingly, the engine could run just fine without it working, but to ensure that owners keep it topped up (in a bid to reduce NOx emissions from the exhaust), the car makers must build in a system to reduce performance if it is not working as designed.
