I am importing a 1994 car...

I'm considering to import a 1994 vehicle. Original from Japan, imported to Spain in 2007. Would that still count as a classic car? Can I import just by paying vrt €200 and vat?

A classic is defined as a car that is over 30 years old, and it's the date of manufacture that is considered, not the importation date. From what you've told us, it should only attract the flat-rate VRT if it is over that age, regardless of being imported into Spain first.
