I'm afraid your only option is to contact your local motor tax office and talk through the situation, indicating that you'd like to pay off the arrears, but that the car is not insured as it will not be driven now. This situation does not appear to be covered by the rules, unfortunately, so hopefully they will accept it.

An alternative is to 'sell' the car to someone else - i.e. put it in someone else's name. The arrears is then cancelled and the new owner can declare the car as off the road immediately.
