I'm afraid there are too many variables involved for us to be able to give you a useful answer and you've not given us enough information to be able to look up the official figures (we'd need model year, which version of the car, the power output, which gearbox, etc.). 

Economy varies massively depending on speed and driver input.

Saying all that, we'd expect most drivers in a mix of road conditions to achieve an average of under 6.0 litres/100km in most examples of the Polo 1.0.
