Whats the story with buying a brand new car in Northern Ireland ? What are the hidden costs, do you pay Vat in both places

Not quite, no. When you buy a new car in Northern Ireland, you do indeed pay VAT there. Then, when it is registered in the Republic, you pay VAT again, but you can then claim back the original VAT paid in Northern Ireland.
