Whether it has a timing belt or chain varies depending on precisely which engine is under the bonnet. The most common are 1.2-litre petrol, and those use timing chains. 

On your other question, it's all a question of gearing in the gearbox and whether the engine has enough torque at low revs in a high gear to keep pushing the car along.
