
If you have the money to buy a new car without financing between 20 and 30 thousand, can you haggle or expect to get an extra discount on top of any scrappage deal they might be doing?

Yes, but not as much as you might think. Dealers generally work on a margin of between two and eight per cent, so if you’re looking for a discount (and bear in mind that most scrappage deals require the dealer to chip in a portion of the payment) you’re best advised to work within those parameters. Marching in an expecting 15 per cent off the price just isn’t going to work, not least because paying cash isn’t actually helpful — dealers get bonus payments and some commission when they sell you finance.
