If you mean new and purely electric, then there are currently only two options — a Renault Zoe, which starts at €23,490, or an old-shape Nissan Leaf, which you might just be able to track down, as the new model (whose prices start at €26,000) is just arriving in dealerships now. Raise the budget a bit and you could get into a €28,995 Hyundai Ioniq Electric (which is one of the best current all-electric models) and for a bit more you could have a Toyota Prius, which isn’t purely electric (it’s a hybrid), but which is an excellent, and very frugal, all rounder.

Going second-hand obviously broadens your horizons a bit. You could just about squeeze into a 2015 BMW i3 (probably the best electric car this side of a wildly expensive Tesla) for just under €25k. Or, for similar money, you could get into a 2015 Lexus IS 300h hybrid, or a Mercedes-Benz C 300 h hybrid diesel. The Volkswagen Golf GTE plugin hybrid also comes into play at this level. Just so you know, Volvo doesn’t currently make an all-electric model, but it does make both the XC90 and XC60 SUVs in plugin-hybrid T8 'TwinEngine' form, but both of those are priced well-above €25,000, even second hand at the moment.
