It will depend on the dealer or manufacturer and what’s in their fine print. Generally speaking, most of the ‘scrappage’ deals require that the car be driven under its own power onto the forecourt, which would imply that they have a current NCT and tax, but talk to the dealer you’re buying from and ask.
