Yes, plug-in hybrids have the capability to charge up their battery on the move. Both they and regular hybrids work in the same way. This can be done by recuperating energy from decelerating and braking, or by using the engine itself to charge the battery. Obviously the latter technique uses fuel in the process, so it's nowhere near as efficient as plugging the car in.
