Do I need to change my Volvo's belt?
I have a 16 year old Volvo S40 with genuine 35000 miles on the clock. Do I need to have the cam belt replaced.

You didn't mention which engine the car has. For example, the 1.6 diesel's belt must be changed every 240,000km or 10 years, whichever comes first.
