Do I have to stick with the manufacturer's recommended tyre size?

I have an 07 Ford Mondeo Estate fitted with 215/55 R16 tyres. My local tyre company is recommending to change the tyres to 205/55 R16 because I can get a better quality tyre for the same money as a 215, as the 205 size is a lot more popular. I always thought you had to stick with the manufacturer's recommended tyre size.

Nope, you don’t but I’d say it’s worth getting a second opinion. If you change the tyre size but stick with the same wheels, you might be over-stretching the rubber and causing excess wear and putting yourself at greater risk of a puncture. Also, why is your local tyre supplier putting the onus on you? If they can’t supply a 215 tyre  (which is hardly a rare size in itself) from a recognised brand for a decent price, perhaps you should go and find someone who can.
