Can I get a car with rear seats and tax it as a commercial vehicle or would this be considered a PSV?

It depends on the car. Taxing a car with rear seats as a commercial is feasible, but it’s generally limited to large 4x4s that have the kind of rear cargo volume to qualify for commercial status. The smaller the vehicle, the less likely it is to pass muster. Your best bet is to check with your local Revenue office, or a reputable conversion specialist.
