Can I buy a Ford Ranger 2.2 pick up and tax it for private use and not commercial. It is a five seater.

There's nothing at all stopping you from doing that. The tax changes when a commercial is used privately, though. You ring up your motor tax office and tell them the vehicle is to be used privately and then you pay tax depending on the engine size, as per the old pre-2008 motor tax system.
