Well, the electric cars with the longest range are the likes of the Tesla Model S and the Jaguar I-Pace, but neither of these are cheap. Similarly, the most common electric or hybrid vehicles are the Toyota Prius (hybrid) and Nissan Leaf (electric), which means they should be plentiful on the used market and likely cheap – but the Prius will not travel on electric power alone, while the older Leafs have a limited electric range. Realistically, it sounds like you want a more modern plug-in hybrid electric vehicle (PHEV) and the best-selling PHEV in Europe is the Mitsubishi Outlander PHEV, which is a decent family SUV. You should be able to get good used examples for a decent figure.
