If you mean any sort of small(ish) car, you could get a decent Audi TT for €6,000. We saw a 140,000km 2008 model with the 2.0 TFSI engine for your budget, although it’s not the most practical thing and it’ll cost €750 to tax each year. If you mean out-and-out small cars, then the obvious two choices in your price range are the Fiat 500/500C, or the MINI. The latter has more powerful engines, especially if you aim for at least a Cooper or Cooper D, and there’s plenty of choice of Hatch and Convertible models on the second-hand market for you to consider.
