With that budget and assuming you mean a new car for the cash, if reliability is your primary driver then go Japanese – you could have a Toyota Aygo or Yaris for less than €20,000, but our advice would be to buy a Mk3 Honda Jazz, as it is about to be replaced by an all-new Mk4 and so good deals could be had as dealers try to shift the last of old Mk3 stock.
