What is the best car for a learner driver to learn in and to insure?

Look at the Opel Corsa, Nissan Micra, Honda Jazz, Ford Fiesta or Ka, Hyundai i10 or i20, Kia Picanto or Rio, and Peugeot 108/208 as starters. Basically, the smaller and less powerful, the better.
