Am I liable for tax arrears?
If I buy a car that hasn’t been taxed for 8 years and the seller didn’t declare it off the road. Who is liable for all the arrears? Me if the seller?

No you're not. The rules are quite clear on this - you are only liable for the tax from the date you took ownership of the car.
