We don't know of any widespread issue like that in the Qashqai so can only suggest you bring the car to be diagnosed by a good mechanic. In many cars, if the stability or traction control systems are disabled or faulty, then the cruise control won't operate, so perhaps it's related to that. We would expect other warning lights if that's the case, however. It's not an easy thing to diagnose remotely, I'm afraid.
